The musty smells you've noticed in you basement very possibly could be signs of a much larger problem. In some cases, a dehumidifier may be the solution. The following information will help determine the severity of your problem:
Water or dampness in basement
Even the slightest moisture in a basement will result in mold growth if not completely dried within 48 hours. Mold and fungus can be the major source of your musty smells.
Open Sump Pump Lid
A sump pump with an open lid, or one with no lid at all, will add to the constant musty smells in your basement. A sump doesnt pump all the water out. This standing water in the bottom of the crock will become stagnant, and release mold and mildew into your basement. Musty odors will result.
Damp spots on walls
damp spots on walls can indicate several things. The core of the block may be completely filled with water, causing it to become dark in color and/or wet to teh touch. Another source of this spot can be capillary action.

MOLD
Mold growth in any form can be hazardous to your health. Mold is the moajor contributor to musty smells in your basement. At first it may appear in small patches near the moisture problem. Unless the water supply is cut off, it will continue to grow and musty odors will increase. The pictures above started as a small water problem that lead into sever mold problems. ANY signs of mold growth should be evaluated at once.
